After years of trying to figure out why it wouldn't work....Joe clued me in.
For some reason, the regsvr32.exe file, that registers the .dll was not 
installed and 
didn't work.

So I fixed that, following Joe's steps (which were in the Help file, double 
duh) and I had 
DxbPSK version 1.0 working...for the first time.

As the program had been upgraded, I downloaded the newer version to see if that 
would work 
also.
I renamed the DxbPSK version 1.0 and then copied the new version of WinPSK 2.13 
into the 
Dxb directory and renamed it to the DxbPSK.exe version.

Sure enough, that now works and the title bar does indeed say WinPsk 2.13
but of course it doesn't have the log it button.
