The ARUser program has undergone many updates in past months.
Lee has three different nodes presently running.
The three choices are:
VE7CC   ARC
VE7CC-1 CC Cluster
VE7CC-2 Spider

Dependant on which of these three DIFFERENT software systems, filters work 
differently.
I suggest, VE7CC-1, which is the new CCcluster software and provides the most 
filtering 
options and ease of use.

To set the filters to only see/receive stateside originating cluster spots, 
choose the 
Country tab, NA, Spotter Country, tick K, VE and set to pass.
That means...it will only allow spots from USA and CA.

remember to do a 'tell cluster'.
