The Secretary General of the ITU has the delegated authority to make such assignments subject to ratification by the next World radio conference. Some has misunderstood the editorial mention of this ratification as it was mentioned in the ARRL release by a writer. The ratification is normally a purely routine matter that is not even debated. However, in the meantime it is official" as soon as announced by the ITU which has been done.
The only remaining item is for the Ministry to implement the authority they have been granted b yet he ITU.
