Sure, absolutely the best place to do this is on the cluster 

what software is your chosen cluster using?

My cluster EI7MRE ei7mre.ath.cx 7300 
is running dxspider

One way to achieve what you wish you would filter by zones 
you can see a zone map here

watch out for filtering by state, the states database is not 100% up to
date and you will miss many spots this way 


log into the cluster 

and issue the following command 

reject/spots not by_zone 3,4,5

perhaps you would like to see spots by VE hams too 

reject/spots not by_zone 3,4,5,2,1

sh/filt will show your current filter setup

you can also do combined filters and even chain filters 


here is one of mine 
        
        EI6IZ-13 : spots
         filter1 reject on 6m and not (by_zone 14 or call_zone 14)
         filter2 reject on hf and not (by_zone 14,15,16,20 or call_zone 
14,15,16,20)
         filter3 reject call_dxcc 666
         filter4 reject on 2m,uhf

on 6m only spots by or for EU stations 
on HF we use a wider area 
666 is invalid callsigns 
I don't do 2m or UHF 


Another useful trick is to log in with different ssids as each ssid can
have it's own personalized settings 

ei6iz-13 has a different filter set than ei6iz-12 for example, yet if
either call spots it gets sent over the cluster network as being spotted
by ei6iz (the ssid gets dropped) 


If you get stuck just ask your local cluster sysop for help, we all
prefer for users to filter on the cluster as it keeps the unnecessary
traffic down, even though this is mainly an issue for packet users in
these broadband times
