Try these settings, *exactly* as shown, not including the colon:
Rotor Type: HYG-DCU1
Initialize: AP1#;AM1;
Turn Rotor: (leave blank)
Stop Rotor: ; (that is, just a semi-colon)
Select the "Character" radio button
Check the "Use Leading zeros in degrees" box.
Un-check "Use Delay."
Rotor Offset: Plus
Bump adjustment I have set to 5 degrees
Port config depends on your setup. Mine is 4800 N-8-1.

I have an RT-21 controller here that functions as it should on
another logger. When using this unit with DXbase 2007 all seems to
function OK on Long Path move requests but
on Short Path move requests there is either no movement or there is
a movement but
to an incorrect azimuth. I have set the default settings in the
rotor control (number 1) window and activated the rotator control in
the rotor options window. Using another logger
that provides a rotor control debug window I see:
Example: Heading SP of 60 degrees. 'AP1060;<cr>AM1;<CR>'
