I always thought it would be nice to have one cluster connection that
was unfiltered so that you can see everything that is on, and a second
that was filtered to US/VE spots only and you could alert for needed
things on that one only.   

In other words, it might be good to know that something you need is
active and working Europeans, but if it is not workable in the US yet,
don't alert me (i.e. wake me up repeatedly in the night) until it's
workable in North America.   

What is the best way to accomplish that?
