The most common cause of this behaviour, from my experience is if you use the "Programs" menu to launch another application (any other app, like mmtty or AR User, etc). If you close DX Base before these apps, the DX Base process won't close.
Use the Task Manager to kill the DX Base process (control-shift-escape, Task Manager, highlight and right-click Dxb2007.exe, then end the process). You have a virus or malware. You have a memory or hard drive problem. You have something still processing in DXbase such as an internet connection locked up waiting for a response. You have some other application running in background conflicting with shutdown. You have a driver problem.... and the list goes on. I don't have any magic solutions except that you'll need to diagnose your machine.
