When you do not have admin rights you cannot create anything under c:\program files\.... For DxBase 2007 defaults to C:\program files\scientific solution\dxbase2007.
In the My documents direcotry a user should be able to create files. Can you try if that works also for dxbase 2005? I have my databases in My documents.
