In the Non-DXB import utility there is a button for "Do Not load any
records". There is no such button on the LOTW download page, but I always
select Save when asked by LOTW and then select where to store the downloaded
ADIF file. After downloading I open that file with Notepad and browse it to
see how many records are in it, the dates, calls, etc. Then I use the
import utility to get it into DXBase.

I have never had a problem, it just picks up at the date where it left off
last time. I don't have it up, but is a there box for a sample run, like
"don't load any records" or something like that?
