Because ICOM's Protocol does not provide any way to read IF the rig is
in Spilt TX or not, It can be set but not read. this applies to all of
ICOM's radios, including the 7800, 7600 etc 

There is no command or sequence of commands that can be used to
ascertain if the radio is currently in Split TX or not, you can read VFO
B but you can't tell if it's the current TX VFO or not  

You can take this up with ICOM (as many have in the past 15 years or
so..) but I suspect your request will fall on deaf ears
