You are running into the Virtual File protection in Vista and Win7, which has developed this devilish scheme to prevent malware from attacking your system. There are techy ways to defeat this but you shouldn't. Try running dxbase as administrator (right-click on it and select Run as Administrator and see if the telnet client works again.
