Do you have user accounts setup?  Do you have User Account Control enabled? 
If so, are you signed on as the account administrator?  Unfortunately Vista 
and Win 7 are much more difficult to use in this regard.  Quick and dirty 
fix, go to Control Panel/User Accounts and Family Safety/User Accounts and 
click on Turn User Account Control on or off and turn it off.  You will have 
to reboot to set the change.  Then go to Programs and Uninstall the DXB2007 
you have installed.  Reboot again.  Now try to install DXB without UAC in 
the way.
