I think there are two issues: 1. When was it legal to operate in the various countries 2. When did the ARRL accept qsls for DXCC or whatever award
The League is the ultimate resource of valid dates for DXCC and the ITU decides when a country is legally a country. The government within the ITU-approved country decides when its legal to operate from that country so they would be that resource. The only group I know that is actively tracking this and open to challenge of its information is Clublog. I really respect what the clublog guys are doing (and they deserve any financial support you might give). Almost every week, on their reflector, someone challenges their records and they promply provide whatever proof they have and accept when there is better proof of their mistake.
