you didn't sat what version of windows your using.
but
there should only be ONE Hosts file.
and Normally .... the easiest way to modify any of the cluster settings 
is to run DXBase.
Go to File
Select 'Modify Hosts File'
A window should open "Edit Host File"
scroll to the entry that contains the cluster you wish to edit.
(I didn't see VE1DXI.no-ip.org) in my list. But I've edited mine 
extensively)
If you see the entry, edit it as you wish.
Close the window.
You 'may' again have to close and reboot although I rarely have had to 
do that.
