You are probably right there... I don't think m$ would like a comprehensive cross-browser API all that much. Or at least they would not help such an API to exist. Kind of counter productive. They've already put in all sorts of nifty functionality that sets IE apart from other browsers by a mile... and they practically own the browser share anyway, so they're most likely not that worried.
