Actually that's a misfeature that should never have been there and he
shouldn't have been able to select.
It was removed recently.
The answer to people who have opened tickets about this has been:

This change was supposed to be announced in the sitewide Email sent last week.
However, it unfortunately turns out that this somehow got dropped from the final
draft that was sent. We wish to apologize for the complete lack of notice on
that matter.

Yes, we know, there will be a little pain for the few lists
that were changed (few = less than 1% of our lists), but hopefully it's nothing
that users can't handle.
Please go read the URL provided, and notice that this change is for the better
for SF, mostly because it fixes the inconsistency problem between the lists,
something that was definitely confusing. All you need to do is tell your users
that they have to use their reply to all function when they want to answer to
the list.
