2.9 hasn't dropped ns4 support and afaik wont do it.

i think there was some ideas of splitting the api (or
at least some classes, like DynLayer)
into seperate files to only make the browsers whats
needed, thats problably why dynlayer.js is divided
into one part for ns4 and one for others.
