The setSnapBoundary does that.  I could beef up the example with a form to
enter boundaries.  The snapType is determined by the layer being dragged,
and the snapBoundary is determined by the other layer.

This sounds good, I'll think about how to code it this weekend.  It would
solve the fidgeting problem.  I was thinking of the easiest way, to prevent
moving out of the snap zone until the mouse has moved out.
