I think this is very cool.
Although as someone mentioned the layout is conventional, the implementation is very nice, the pages load fast, layout is clean.
It's not because we can let stuff fly around, that we should let everything fly around always, and it's a good exercise in using Dynapi for business layouts, while controlling the page yourself. If we ever get a DynAPI GUI working, the users will want to make this kind of page as well.
 
What I find needs some work is:
The menu on the toolbar.
    I don't think it looks so good, with the text completely filling the boxes, a smaller font maybe.
    The popups don't work on the left or right of the screen (they still pop to horizontal movement, instead of vertical)
    The popup disappears before the mouse can enter it at the bottom of the page.
The Toolbar:
    If you start to drag the toolbar from over the Creative-Workshop.com logo it doesn't drag, selecting text on the page instead.
Scrollbars:
    Although I understand you used onmouseup for the scrollbar top+bottom buttons, to prevent the ghost scrolling, I find it feels a bit unnatural, as I usually keep the mouse pressed down, it seems as if nothing happens.

BTW. the demo uses two slightly different scrollbars..
You'll notice the one in IE looks a little nicer.
