I guess I was too quick to judge.  I am using IE 5.5 with SP1 installed.
                        
                                IE Memory Usage (Measured using Task
Manager)
Upon first load:                24,412KB
After 20 clicks:                24,484KB
After 40 clicks:                24,556KB

Then after I minimized IE, the memory footprint shrank to a little over
10,000KB.  I guess IE does some kind of deferred garbage collection.

Sorry for the false alarm.
