Judging from what I've seen of E13's configurability, and assuming
that E14+ will eventually have the same or better, each user can tweak
settings to improve performance.  For example, you might want to
switch the window move style to "box" rather than "opaque."  This will
cause only the window outline to be dragged as you move a window,
which is much nicer to your hardware.  This can be done in the
"control" section of the configuration file(s).  Details are on the E
website.  (www.enlightenment.org, which doesn't seem to be working
recently, or www.rasterman.com)

The problem with E's speed can't be fixed entirely by "better" coding.
The fact is, full window drag just requires pushing lots of bits
around, which makes certain irreducable requirements on your hardware.
Non-rectangular windows pose a similar problem.  But, that's why you
can turn these things off if you're running E on less capable
hardware; it just won't look quite so pretty.  (Most themes I've seen
have said, "To hell with efficiency," and just go for looks.  I would
suppose that we'll see some themes that don't use shaped windows and
full-window drag by default, but are still designed to look decent.)
