I disagree. I might want to check my balance from other locations, or pay a
restaurant bill using my cell-phone, but I would ONLY use my main password
from my home computer on a secure line. Currently, would you want to do a
spend on a cellular phone with your ONLY password to your account? Moreover,
the main password would probably only RARELY be used. This makes it FAR more
secure than one which is used throughout the day.

So, I vote for:

1) A password to login, check balance, and do small spends, ($500 per day,
or perhaps, adjustable by the user).

2) A second password to do large spends.

3) A third password to change user information and all other options.
