I think '1000' is great exaggeration, but I must say that I agree with Jim. The occasional and extremely minor inconvenience for someone to resend a message to get it to the list is much less of a problem than that inherent in intended private messages and vacation autoresponder messages being sent to the entire list!
Besides, the extra second or two of consideration required to sent to the list under the current system is enough to grant a moment to reconsider a hasty message or to prompt a reread and edit of the message.
