I think it's great that Latvian banks are providing anonymous
cards, even if some market makers choose to still collect
personal information in order to re-sell the cards.  As long as
the information collected doesn't go to the government directly
(it would in the case of a banking institution in the U.S.),
then it is certainly better than nothing.  The only problem I
see is that in the event of an investigation, the market maker
would have to hand over all the personal information; but as
long as the market maker is reputable, such as Mr. Kelly at
Goldtoday.st, then it is not a terrible problem.

However, regarding Latvian banks, I would be careful when
placing money with them.  Using the cards to circulate money
from other sources to get at the cash through a Latvian card is
a great idea, but keeping a lot of funds in a Latvian bank is
not such a great idea judging from what happened with Paritate
bank recently. One of my clients forged some personal documents
and tried to open an account with Paritate (which the client
wanted me to manage).  Against my advice, he did not do such a
good job with the forgery (a child with a crayola could have
done a better job), and the bank denied him the account.  It's a
good thing, too, because a few months later Paritate declared
bankruptcy because they play it loose with your capital,
investing it in US tech stocks and what not.

The moral of the story is you should use the Latvian cards only
to help anonymize the source of legal funds, and get at them via
cash withdrawals.  Keeping money SAVED in Latvia is not a good
idea. IMHO.
