Exactly! If someone knows everyone who has been scammed; owns the domains 
used to conduct the attacks; offers to retrieve funds for a fee; I think 
this is prima-facie evidence that we are dealing with the attackers 
themselves! Of course, if given sufficient evidence we may be prepared to 
accept a plausible alternative explanation.
