Seriously, what difference does it make to withdraw funds from an ATM machine with a US or overseas Debit card ?!? As long as the Bank/Machine are linked to the correct network (CIRRUS or other), it will work and make no difference whatsoever ! Besides, the "machine" will never know if the user is a US citizen or a foreigner either
