Pstrick, The point is the machine may not know, but the IRS has already obtained records and has HUMANS looking through the records trying to match up names with US taxpayers. I don't doubt this is a rather inefficient and labour-intensive process but the fact is they are doing it and have already had quite a number of "hits". So that is quite a big difference!!!
