Exactly to avoid spam I thought it is necessary for each account holder to have a list of accounts from which payment requests can be made (to him). The DGC system simply ignores requests from accounts that are not in the list. And even if a merchant starts spamming a client with such bills, the client deletes the merchant's account from his "accepted accounts list" and no more bills are received (from that account). Of course, there is no need for such a system (a simple email could be used, as you pointed out), but it would make certain things better by integrating them in the DGC system. For example, the account holder could have the option of selecting all bills he wants to pay, and then, at the click of a button, the system would pay all the selected bills. Alas, this is just another idea for the future of DGC systems, when they will be used on large scale. But for companies to use DGCs for billing, they need a system ready to go, else they would have little need for them.
