I have never had problems with this since it has been instated. It seems to me that
there may be a problem if you also include the "Actual payment ounces" field, or the
"exchange rate" field.
When making a spend if you just use the required fields:
Payer account
payee account
amount
metal
currency
memo
passphrase
ignore rate change
It should work.
