Hello,

Quick answer is not easily.  The vlan tagging in igb is done by device 
requirements and features.  However, there has been some work in ethtool that 
was supposed to put this interface in and it was updated in a driver as an 
example, but not by the Intel driver team.  But in my review of the latest 
upstream version doesn't show it in igb and I find the feature in and out of 
various versions of ethtool. 

However, if this is a critical need, let me know the device you are working 
with and I'll see what I can come up with.
