Hello!

I have a problem with my Intel Dual Ethernet controller
(Intel Corporation Ethernet Controller X710 for 10GbE SFP+ (rev 01)).
I want to use a direct-attached cable to connect my server with a
HP switch.

It works ok, if I attach the cable before booting/starting the server.
The "ip link" command show "UP,LOWER_UP". Everything is ok.

But, if I attach the cable after booting the server, the connection is
"DOWN" and will only come up, if I run an "ethtool -t eth2" test on it.
A single "ethtool -r eth2" does not help.

I see the same behavior, if I connect the two ports of the Intel card
directly, so the HP switch does not cause it.

I tried the following Linux kernels:
 - 4.1.12 (with i40e in version 1.3.2)
 - 4.3 (with i40e in version 1.3.9)

I this error known or any ideas, what causes it?!
