As for the iproute2 support it is in Hemminger's tree.  I don't know if a 
released version is out with the support but here is the patch you would need:

You might be able to tell via the tag what version it is in or the date it was 
submitted.

As for the kernel support here this the hash tag of the patch you will need:

dd461d6aa894761fe67c30ddf81eec0d08be216b

I think you would need at least a 4.3 kernel and I'm not sure if any of the 
distros have back ported support for it yet.

As you can see I kind of jump the gun adding this support but it was really 
needed by a customer who was willing to live with a more bleeding edge OS.
