One question is what are you trying to do? Do you have a breakout 4x10 breakout cable? The modules won't change speed so the QCU tool may not be the answer you're looking for.

The 40G modules do not down shift to 10G, unfortunately, but you can change the configuration by using a tool from the cd image called QCU to change the 2x40 to 4x10. The software disk image is here: https://downloadcenter.intel.com/download/22283/Intel-Ethernet-Connections-CD In this image, look in the Apps folder, then QCU. I've asked for a link to just this tool instead of the whole image, I'll send you the link to that once I have it.
