Well once more e(fx)clipse comes to rescue for the JNLP, ... where it uses the ant-tasks provided by JavaFX to package your application for Webstart and native deployment (e.g. for submission to AppStores).
I can not quote on the 2 cross compilation tools you mention but I really doubt that they can deal with OSGi but as I said I don't know them.
