I would prefer option 2 as well. Can we agree on a final date to push in
changes for 0.13?

With Juno SR2 wrapping up, we want to focus on Kepler, but that has
implications for the tooling to support Eclipse4, as things like the
model start to diverge.
We have 2 options:
1) publish a current snapshot of 0.13 as the Juno-SR2-0.13 compatible
version and keep going
2) wrap up E4 0.13 (we don't release, as we're still an incubator)
and move to 0.14 for Kepler.
I'm kinda favouring Option #2 (make sure 0.13 builds and runs against
Juno, and then move on with 0.14 for Kepler) but YMMV.
Chime in with what you think and we'll talk about it in the meeting
tomorrow.
