I've released an Orion based CSS preference editor. It can be installed from http://download.eclipse.org/e4/updates/0.15-I-builds
"CSS file editor > E4 Orion CSS Preference editor (Incubation)" It supports the swt-* properties for content assist. It's a start, but can definitely use some additions to the content assist/templates. It's based on the orion editor 3.0 Please feel free to test it out and provide feedback.
