I reported this back in 627 (I think) and the '<', <ESC>, '!' workaround is
getting very annoying.
OTOH, I really like the <Ctrl>-'/' for line comments, but I think the cursor
($END$) should be placed between the sets of dashes if the line being
commented is empty
