This just happened to me, too! I edited editor.codesight.xml (with XML Spy 4.4), exited that application, started IDEA, and got an internal error. Assuming I'd botched the change to the file somehow, I went to take a look--and it (and all the other files in $IDEA_HOME/config/options) were gone.
The change I made was to set COLLAPSE_IMPORTS to "false". Until I read this post, I was ready to blame XML Spy. Now I wonder.
