When using CTRL-Up/Down to scroll the screen, the cursor used to follow the
screen movement if you went past the cursor.  Now it doesn't, and this is
very disruptive to my habits.  I typically use this key combo to browse my
source code.  Then when I find the line I'm looking for I let go of CTRL and
try to navigate to where I want to go.  But since the cursor wasn't
following the screen now, the screen very rudely jumps back to where I was
looking before -- definitely not good behavior.  This is an introduced
bug/(-feature).  Please fix.
