I reported this a couple of days ago.

You can remap the Ctrl-Up/Down keys to MoveUp[Down]AndScroll.

Still not ideal, since the screen scrolls but the cursor line stays still
(ie: a different line is now highlighted).

PS: While remapping your keystrokes, look for something like
MoveToCenterOfWindow -- that is somewhat helpful, too.
