Ignore my last concerning relative "jar" URL's.  They work fine, even on
"E:" drives.  Only "file" URL's appear broken when relative paths are used
on projects on a Windows "E:" drive.  Perhap's the code is searching the
path string for the last "e:" attempting to find the end of "file:" and
getting the drive letter instead ???
