Hello. I'm experiencing quite the same problem. (#644, Windows XP Professional). IDEA_HOME/config/filetypes is empty -- no files at all. I got these (9 .xml files) from #615 package -- did not help. Moreover, Idea drops these files when exiting (sometime -- all, sometime some of them).
By the way, I tried to solve this problem by extracting jsp12.tld from archive and placing explicit record to "External Resources". Did not help. So, it seems, that Idea did not recognize "External resources" at all. For example, it fetched "http://java.sun.com/dtd/web-app_2_3.dtd"; (webapp's web.xml DTD), but still highlights it in red and prompts to fetch it again. Also, when trying to start webapp debug Idea _always_ try to connect to Internet and fetch somthing (did not says what exactly). All this stuff strictly prevents Web Applications development with Idea. Best Regards, Sergey A.
