I am indeed using Clearcase dynamic views, but other IDEs I have used in the past do not take nearly as long to detect the file permission changes.  I would not be surprised if Clearcase has something to do with problem, but hopefully these guys can figure out how to get around those issues.

Valentin, here are some system stats: Win NT 4.0 sp6, jdk1.3.1_01 and jdk1.3.1_02.  Let me know if I can provide anything else.

are you using dynamic view? Dynamic views in ClearCase are terribly slow... 
I agree IDEA is a little bit slow detecting permission change - it takes 
5-10 seconds for me... well - I can tolerate it :-)
