I believe, Patrick meant, that Win2k is able to prevent applications to 
come to front. Per default, this feature is on (the task bar flashes 3 
times if a Windows wants to bring itself to front). With the help of MS' 
TweakUI you can (de)activate this feature.

At least on my machine, the feature is deactivated soon after I activated 
it (definitely not from IDEA). Does anybody else notices such a behavior?
