This is already there. (I use it everyday)  Just configure webapp support.
Then open the files form the web tab that will appear.  Then CTRL-Space after a
< will give you a list of tag prefixes available on the page (looks for taglib
directives) and <jsp: then CTRL-SPACE will give you the list of tags attributes.
