However, I still think that Idea shouldn't change line-endings in existing
files (especially not in parts of files). Ideally, I would like the
preference to apply to new files only, while existing files keep their
current line-endings.

To determine the line-ending of an existing file you could either just use
the first one, or find the most common line-ending in (say) the first 30
lines.
