It doesn't pick it up, even if you click the Synchronize button on the
toolbar?

When I check out a file from Perforce, the file is not identified as no
longer being read only. The only way to get Idea to notice is to shut it
down and start it up again. Unlike other times that this has happened, it is
somewhat intermittent. There does not seem to be any exception.
 
The file state is being changed from an external tool.
