It's correct when you removed FileWatcher2K.dll  and FileWatcherNT.dll. In case the DLLs are not found, it uses a pure-java synchronization algorithm. Just check whether it works for you in this case.

I get a “failed to load” message on the console for FileWatcher2K.dll

I’ll try a fresh install and see if that makes any difference.

If you remove FileWatcher2K.dll  and FileWatcherNT.dll from 'bin' directory of IDEA's installation, will it help?

When I check out a file from Perforce, the file is not identified as no longer being read only. The only way to get Idea to notice is to shut it down and start it up again. Unlike other times that this has happened, it is somewhat intermittent. There does not seem to be any exception.

The file state is being changed from an external tool.

Gary,

Could you please describe in details what is broken?

The file watcher seems to have broken again, although it is intermittent.
