Running on dual PIII 800 with 1 GB RAM here at home with no problems. I think it's more likely that slow performance has to do with memory. Like someone else mentioned on this list, if you set IDEA to use 200 MB for example and you consider the RAM that Windows itself and other processes take, you might getting parts of the VM heap swapped off to disk regularily even with 512 MB RAM.
I'm not sure but I think it feels worse with a sigle 1,7 GHz P4 and 512 MB RAM at work, so this might indicate that it depends more on RAM than on CPU. Coming back to the single / dual CPU question, dual PIII 800 is definitly better than a single P4 1,7 GHz, at least for me. Background compiling with the single P4 blocks the rest of the system (e.g. browsing source code in IDEA) a lot whereas on the dual CPU machine I can keep working without any performance hit.
