Whatever it is that causes Because we are going to rely heavily on JDK 1.4 new features and thus IDEA won't be able to run on 1.3 when we add support for them (for example, new debugging features such as HotSwap of classes). Also the UI is a big issue. Focus management is changed dramatically and the code that will works in 1.4 won't work with 1.3. So we are going to support JDK1.4 step-by-step. Firts, we will add support for 1.4 as a target JDK while still suggesting to run IDEA on 1.3.x. Later IDEA will run on 1.4 only.
